求助多个网段ip怎么绑定arp，达到不绑定的上不去网的目的~

我单位有多个网段的ip，是通过交换机划的vlan，现在想绑定ip ，不绑定的让他上不去网 ，要不总有人乱改ip地址，但是我绑定完了也把网卡改成replay-only了，但是还是不生效，绑定不绑定都还能上网，请教高手~！ 附上我交换机设置~！
其中192.168.70.222是软路由的地址。 我在60段绑定一台电脑 别的网段还没试呢 网卡模式也改了 但是别的不绑定的还是能上网~！ 救命啊~！
